    Shipping Group of the St Lucia Employers' Federation

    The Shipping Group of the St Lucia Employers' Federation is one of the original subscribers to the memorandum of the Caribbean Shipping Association, constituted as a company in September 1977.

    Interests: As early as 1972, when persons from various countries and with shipping interests had begun engaging in discussion leading to the formation of the CSA, members of the St Lucia Employers' Federation had already shown some interest in the association.

    In those early days, Messrs Graydon, Milne-Marshall, and M.C. Salles-Miquelle were the representatives. The former chairman and past president of the CSA later took over that portfolio. Mr George A. Noon was elected chairman of the Shipping Group in 1985 and remained in the position until his retirement in 1995.

    Today, the group is chaired by Mr Trevor Philip, who is also a member of the board of management of the St Lucia Marine Terminals Ltd, a wholly owned subsidiary of the St Lucia Air & Sea Ports Authority. Mr Oswald Augustin, another member of the organization, serves as a council member of that authority.

    Revenues: Today, the Shipping Group is in a quandary seeking an equitable and acceptable level of subscriptions from its members. Since the late 1970s ports operators, by Act of Parliament, are the only organizations authorised to provide stevedoring services at the port. As a result, this has reduced significantly the revenues of the members of the Shipping Group and has also curtailed the access to information used in calculating the fees from each member.

    Revision: Prior to the development, most stevedoring was provided by a company, St Lucia Stevedores. The chairman, Mr Milne-Marshall, was at one time also chairman of the Shipping Group. He was therefore able to prorate the dues based on cargo handled by carrier. This method of computing continued until 1979 and the rates remained unchanged up to 1987.

    However, increases in CSA dues plus the cost of sending a representative to meetings has mandated a revision. Members are still undecided as to the most acceptable method of computing the fees.The group consists of 10 members.
