out of Puerto Rico are that Governor Sila Calderon announced last Friday
(April 19) that a new incentives contract with cruise lines has been agreed
between the government and the Florida Caribbean Cruise Association (FCCA).
The $4.5 million annual
contract, based on passenger volume and cruise stays, will expire in 2004
but includes an option for a four-year extension. The contract’s stated
objective is to develop a new strategic plan for Puerto Rico’s tourism
industry.
The Governor is quoted in the
local press as saying: “I am pleased to announce that the Commonwealth
government was able to reach an agreement with the FCCA until 2004 to extend
and improve the incentives received by the cruise lines that visit Puerto
Rico.”
Calderon also told
representatives of the tourism industry from Puerto Rico and abroad that the
government was in the process of implementing a strategy to make Puerto Rico
meet its goal of creating 3,600 new tourism jobs by the year 2004. The
strategy includes preserving the island’s natural environment and historic
attractions, developing new attractions and tourism products, establishing
an aggressive and effective marketing program to increase awareness of all
that Puerto Rico has to offer tourists, and developing and reinforcing an
attractive financial incentives program to increase and diversify local
offerings.
The Puerto Rico Shipping
Association reports that the basics for the incentive, which will be
effective until June 30, 2004, are:
* The current Head Tax per
passenger is $10.30
* Cruise Ships belonging to
the same company and jointly transport more than 120,000 passenger in the
financial year commencing July 1, the company will be exempted from the
payment of $4.67 of the head tax for each passenger over 120,000.
* Cruise Ships making more
than 40 trips, during twelve consecutive months, will be reimbursed the
amount of $1.00, accumulated per passenger, commencing with the first trip.
* Additional incentives for
pre and post stays at hotels in Puerto Rico, will also be offered.
